LONDON, May 6. Sir Frederick and Lady Chapman have arrived.
Sir Frederick, in an interview; said as he visited France during the Franco-Prussian war, he was interested to discover tho result of the restoration of Alsace-Lorraine. Lie inquired closely among all classes, and except for minor differences, in religious and educational affairs, the inhabitants were absolutely re-united to Franco, and did not desire to seo a German official or soldier again. It was also obvious that the Germans did not desire to recover AlsaceLorraine, although they desired to readjust the Eastern botindaiy.
