THE PROPOSED TELEGRAPH CABLES TO SINGAPORE AND NEW ZEALAND.
We {Sydney Mail) believe that Mr Parkes aud Mr Samuel met Mr Vogel, Mr Macalister, and'Mr Thorn, on the Ist ultimo, and that the three Governments of ]Sew South Wales, New Zealand, and Queensland have come to a -thorough understanding respecting the course to be taken with regard to the proposed telegraph cables. It would, of course, not be desirable to make known the views of the Governments upon the_ subjeot, as those views relate to details of the arrangement which has to be made; but we are enabled to state that it has been decided that each Government shall be represented in London, and that, aoting under instructions, the representatives shall conclude an arrangement in conformity with the authority given by the respective Parliaments. Many of these details, which were not included in the memorandum of agreement signed by the representatives of the three 1873, hare now been discussed aud arranged. By the personal exchange of views whiohhas taken place, the three Governments are not only likely to be able to act harmoniously, but they have already arrived at a decision as to some of the details by which much time and trouble will doubt-' less be aaved to those who have charge 01 the negotiations in England. We believe we may say one principle has been clearly laid down, namely, that the representatives are to satisfy themselves that any arrangement entered into is both economical and efficient in its character, and on inat condition only are they to be at liberty to resume the negotiations already commenced. We have not yet heard who are to represent ilew South Wales aud Queensland, but Mr Vogel is, we understand, empowered to act on behalf of his Government, • ■•,'
