TARANAKI CONSTITUTIONAL ASSOCIATION. TO THE PEOPLE OF NEW PLYMOUTH. FELLOW SETTLERSr-The last advices from England bring us the assurance that the New Zealand Constitution Bill is now a law ; and we may, consequently look for its early arrival. Under the provisions of this measure, you will shortly be called upon to elect a Superintendent for New Plymouth, for what term is not yet known ; also One or more Members for the Central Legislature for five years, and Nine Members for the Provincial Legislature for four years. We are thus particular, because we would remind you that you will not now, as under the last election, be able to get rid of the men you elect at the end of two years if they do not satisfy you. By the coming elections you will conclude the interests of this Settlement for five years. Fellow Settlehb, What an amount cf good may be accomplished in that time if you chose aright — what an incalculable amount of evil if wrong. It rests with you alone which it shall be. When the Act of Legislature arrives, we propose to call a public mcc ting, ao that we may advise with you the beßt way of preparing for the important change to which we shall all shortly have to accommodate ourselves. There will, doubtless, be mo::y in the field for your votes; and we wouid earnestly recommend to you the prudent course of not committing yourselves by too hastily promising your vote to any one.
