IMPORTANT FROM ENGLAND.

PASSING OF THE NEW ZELAND BILL—PROROGATION AND DISSOLUTION OF PARLIAMENT.

The arrival of the " Eclair" yesterday from Auckland has put U9 in possession of the following highly important intelligence. The " New Zealander" had obtained some papers from Captain Gordon, of the " Abyssinia," which had arrived at Auckland, on her way from Newcastle to California. The pnperß contain Her Majesty's Speech a paragraph in which leads us to suppose that the New Zealand Bill had passed through Parliament and received tbe Royal Assent ; but we are left in entire ignorance of the particular shape in which the bill ultimately became law, but that in some form it now is law, seems to be placed beyond all doubt by the terms in which the Queen referred to it. Parliament was prorogued on the Ist of July by her Majesty in person. The following is the portion of the Speech above referred to : — " The extension of popular rights and legislative powers to my subjects resident in the colonies is always to me an object of deep intereit ; and I trust that their representative native institutions, which in concert with you I have sanctioned for New Zealand, may promote the welfare and contentment of that distant but most interesting colony, and confirm their loyalty and attachment to my crown." News from Paris of the 2d July states the discovery of a plot against the life of Louis Napoleon. The conspirators were engaged in the construction of on infernal machine, said to be of great power and certainty of effect— 24 persons had beoo arrested.
