The total number of cartridges fired by the Germans in tlic late war is said to have been 25,000,000, or about 30 per man. Taking the total number of French killed and wounded at 100,000, (his would give an average of 250 fired to each man struck. The New Yorkers are beginning to write letters to the papers, counselling the general wearing of pistols, and asking for information on the subject. Ithas been finally decided that the whole of the first captains in the Royal Artillery shall be promoted to the substantive rank of major, a step which, notwithstanding the scheme foreshadowed by Mr Cardwell in Parliament, was not definitely arranged as to its extent. A Gazette will shortly be issued, in which the new commissions will be announced, and dated probably from April J.
