WAIOTAHI HIGHWAY DISTRICT BOARD.
A MEETING of the Waiotahi District Board was held yesterday afternoon, at the Governor Bowen Hotel. Present — Mr Davies (in the chair), and Messrs Dovvden, Anthony, .Gudgeon, and Dean (secretary). • The minutes of the previous meeting Yverc read and confirmed.
Mr Mulligan, of the Brian Boru Hotel, complained of the state of Pollen-street near his house, Yvliich lie said Yvas worse than any cess-pool in the locality. The Chairman said it would take about a thousand pounds to put the street in a proper state, and the Board was in a very different position from what it would have been if they had received the Government subsidy. . Mr Anthony said the state of the street Yvas certainly very bad. Mr Marooney said the state of the street was disgraceful, it Yvas almost impassable, and the' houses were being flooded, and the health and business of the inhabitants were seriously affected. He was surprised at the Board taking the rates, and doing nothing for it. The Chairman said there Yvas no doubt the residents bad a strong claim. Mr Anthony said the water was standing in a putrid mass, and something might be done with the Yvater table. The statement of the Engineer Yvas referred to, Yvliich showed that this Yvould cost from £l2 to £ls, but in the present state of the road lie would not recommend it to de done.
It Yvas resolved that some steps should be taken to get rid of the Yvater, and to make a footpath, and that the engineer be instructed to visit the locality to see Yvliat could be done. BELLA STREET. Mrs Pearce stated to the Board that she had received notice to remove the fence, as it was on the road, and as she hr:, not the moans to put it tip again, she hoped the Board Yvould allow the contractor to re-erect it for her. The Board said they would instruct the contractor to assist her as far as possible. Mr Vickery waited upon the Board with plans for a bridge to be put up across the Karaka Creek, at the end of Beilastreet. The Chairman said the Kauaoranga Board had agived to contribute £l2 10.-, and hoped this Board would do the sum-, Mr Vickery doing the rest that Yvas required. It was agreed that the Board should contribute £l2 10s to the proposed Yvork. ALLEGED ENCROACHMENT BY THE CALEDONIAN.
Mr J. E. Richards, mi-o manager of the Caledonian G.M.C. said he had in his hand the letter from the Board complaining of th° alleg'd encroachment. The directors had requested him to say that they had no wish to encroach, or to do anything that was illegal. Mr. Wright and \l • Macdonald had been consulted in the matter. As to the swing doors, be thought it was folly to have put them there, and lie bad instructed Mr Severn to remove them. Of his own knowledge the creek had been widened by the alterations. The company had placed the matter in his hands, and he would ask the Board lo allow the Engineer to accompany him, and to go over the alleged encroachment. Mr Anthony suggested that a guarantee should be given that a gate post should be removed when required. The Chairman said the Board bad no wish to interfere mmecessaiily with the company, but be thought the wall would have to be shifted so as to give the creek a straight course. It was arranged that Mr Richards should confer with the Engineer of the Board on the subject.
BELLA-STREET. The Secretary stated that, lie had given notice to certain inhabitants of Bella-strect to remove their houses, which were encroaching. upon the road. Notice had been given to Mr Pottopb, Mrs Cane, and Mr Kneobone.; The Chairman said Mrs Cane was a poor woman, and that the removal would entail hardship. Mr Anthony suggested that the Board should give her some assistance. The Chairman said these sites were taken up under miners’ rights some three years ago, when there was not, 'perhaps, much idea of the load being made. It was agreed that the Board should consider the matter, with a view to seeing what assistance could he given. The Secretary said Mr Graham had promised to give £lO to Bella-strect, and £5 to Upper Cochrane-street. It was resolved that certain parlieswlm had promised assistance should give their promissory notes. TENDERS FOR DRESSED STONE CROSSINGS. The Chairman said about£2s had been subscribed towards dressed stone crossings over the streets. J. McConochie, 10s per foot. J. Leonard, 10s per foot. In the latter, the required amount bad not been sent with the tender. The tender of Mr McConochie was accepted. FINANCE. The Chairman said it would be necessary to make some arrangement with the Bank,
Mr Doyvden and Mr Anthony said they should object to signing any more lulls. The Chairman and Mr Gudgeon Yvere appointed to Yvaif upon the Bank manager relative to obtaining an overdraft. It Yvas stated that the next £SOO of subsidy YY’Ould not be paid until Jane. correspondence. From Tliomn3 Horsbrugb, on behalf of the Waiokaraka- G.M-.-C., a ski nag for permission to deposit debris from the tunnel now being made in Campbell-street. The application was granted, provided the stuff Yvas deposited in a place pointed out by the Engineer. From \V. E. Harris, stating flint he had received notice to remove his house in Broad-street, and asking for lime. It was resolved that ail the squatters on the roads within the township must remove. MUNICIPALITY BILL. A let lor Yvas., read from Mr F. C. D°nn stating that lie had prepared a draft of a Municipal Bill, Yvliich lie thought would i i many respects he. found more suitable for the district than the present,Act, under which it was proposed to be incorporated. It was resolved that the draft should be printed, and a special meeting of the Board be called to consider, it. OWEN STREET Permission was granted to Air McMillan to board over the footpath opposite Ids place in Owen street. An application by the same gentleman to tin's Board to assist him to put up a stone crossing was not agreed to. graiiamstoyvn goods wharf. The Secretary called attention to the proclamation in the Provincial Government Gazette of 20th May, in which it was stated in reference to the Grahamstown Goods Wharf that it was bounded on the north-east by a public load, therefore, said the Secretary, the Beach road Yvas now proclaimed a public road. The Chairman said he considered the tariff of tolls was too high, and would tend to throYV the goods traffic on to the hard. Mr Gudgeon said the tolls were excessive, and that these tolls Ought to be handed over to the district. The Chairman sa'd if this could bo done at nil it must be through the Provial Council. Mr Gudgeon moved, and Mr Anthony seconded, “That the Superintendent be requested to hand over to the Board the tolls of the new goods whaif, as the great increase of traffic in Grahamstown cannot lie provider! for, unless some tolls or other endowments, or means to raise revenue be placed at their disposal.” This Yvas put and carried. GOLDEN CROWN-STREET. It yvas resolved that the Engineer be inst-acted to put down a few loads of stone. Yvliere necessary in Golden Crownstreet. FIRE-RATE BUSINESS. Tt Yvas stated that the fire-plugs were settling down, so that ibo hydrants could not be applied propeily, and that the wooden washers were all buisiing. The Board authorised the turncock (if allowed by the District Engineer) to get iron Yvnsheis east and affixed in place of the wooden ones.
