PARAWAI HIGHWAY DISTRICT BOARD.

The usual fortnightly meeting of the Parawai District Board was held on Wednesday afternoon at their offices, Parawai Road. Present: —Messrs Allom, Spencer, and Flett. Mr Allom in the chair. The minutes of the last meeting were read and confirmed. The Secretary read copies of all letters sent by tlie Board since their last meet ing. The Secretary also repotted all letters received, amongst which were the following communications from the Provincial Secretary : —• Superintendent’s Office, Auckland, 14th Feb., 1872. Sir, —In reply to your letter No. 39, of the 9th instant, requesting that sections 2.3,4, and a of the “Municipal Police Act IKGB, Amendment Act, 1871,” maybe brought into force within your district, 1 have the honor to state, that it will probably be wise to hold over this application for a while, as it is not unlikely that the Governor may disallow the Act. Sir, —In reply to your letter No. 4f>, of yesterday’s date, requesting the approval of the Superintendent to tlie course your board proposes to take in the expenditure of the General Government grant to your district, I have the honor to state (in the absence of the Superintendent from Auckland), that miller tlie circumstances, Government are disposed to think no objection can lie taken to tlie course proposed.—l have Ac., Hugh 11. The following reports of Committees were read and approved : —- No. G. From Messrs Allom and Flett, delegates appointed to confer with the Waiotahi and Kaucrauga District Boards, relative to proposed regulations under the Amended Municipal Police Act, covering also the following correspondence with the Kuueranga Highway Board. Shorthand, February L r >, 1872. To Messrs Allom & Flett, Parawai. Gentlemen, —The Bye Laws prepared by Mr Tyler were yesterday evening submilted to a special meeting of this Board. On consideration the Trustees were of opinion that those only referring to cabs and other vehicles were necessary for the Government of this district. Should you be willing to adopt the same there can be no possible objection, but after discussion, it was resolved that unless the deputation appointed by the Parawai Board is prepared to pledge that Board to make common cause in the Municipal question, this Board cannot consent to any division of fees with the Parawai Board. I have, Ac. J. Burgess, Chairman Kaucrauga District Board. Parawai District Board, 17th February, 1872. To the Chairman of the Kaucrauga District Board. Sin, —We have the honour to acknowledge the receipt of your letter dated loth instant, apparently intended as a reply to resolutions of our Board, iorwardod to the Kaunranca and Waiotahi Highway Boards on the Bth instant

The object of those resolutions was to secure some uniform and united action on the part of the three Hoards, in reference to the licensing of c.:bs, carts, and other vehicles, as it appeared to our Board that the owners thereof ought not to he subjected to the expense and inconvenience of having to take out separate licenses and pay separate fees tor each district. As regards tlie insignificant question of apportionment of license fees, we think the Parawai Board would have been willing to agree to any fair and reasonable terms,'hut we must decline to accept the preliminary conditions imposed by your Board as tu the pledging of the Parawai Board to any line of action whatever in reference to the Municipal question. Wc are informed by the Provincial Secretary that the Municipal Police Act Amendment Act, IS7I. may possibly be disallowed by the Governor. The question will therefore remain in abeyance for the present; and in the meantime the

views of the Parawai Board upon this subject will be made known to his Honor the Superintendent, whose approval of any regulations must be obtained before they can become law. We have, &c., Albert J. Ali.om, John Fleet. Report No. 7 of Permanent Committee of Works—Relative to completion of Tliom’s contract for repairs and painting of bridges. Report No, 8 of Parawai Committee for works—The General Government grant. The Committee report that they have proposed to the Superintendent that the Board be allowed the sum of £‘l4 Is lid already paid in respect of maintenance, I repairs, and construction of bridges, and j that 11 icy will execute new works for the balance of the grant—.£;s4 14s lOd—such I works to comprise the procuring a supply of road mctalj and the necessary labour for utilising the same in the maintenance of new mails commenced last year but not yet completed. ft will be seen from the Provincial Secretary's letter of the 10th inst. that this course is approved. Report No. it of Permanent. Committee of Works relative to petitions and other matters referred for consideration at the last meeting of the Board. Report No. 10 of Permanent Committee of Works relative to the proposal made to the Superintendent as to the sum of £2O) j from the Provincial Government which is j promised within six months. Specifications of works to he first approved of by the District Engineer of the Provincial Government. All sums certified to have been nroperly expended tinder the specifications lo ho admitted in support of claim for progress payments up to the sum of £2OO, it being understood that all such payments aro to he made before the fiO.hJunc, at which date the period of office of the present Board will expire. If the second part should not meet his Honor’s viewe, the Board woo'd ask that payment be guaranteed at some specified time, which would probably enable the Board to make arrangements with the Bank without the Board becoming personally responsible, as it could hardly lie expected that individual members would accept responsibility of a Bank overdraft oil behalf of the Board for any period after they shall have ceased to have control of its funds. To this proposal no reply has yet been received. The report further encloses a report from the hoard’s engineer, with estimate of necessary works to the amount of nearly £SOO. It was ordered that specification he at once prepared for work at Mission Bridge, and the report was referred hack to the Committee for consideration of the respective items. The Secretary produced the Bank pass hook, showing balance at credit of the Board £Bl 19s, together with a statement of all liabilities. The accounts were referred to the Committee for audit, previous to the next meeting of the Board. Consideration of the following subjects postponed until next meeting, viz. : Dog Nuisances Act, Highways Amendment Act, Highway Boards Empowering Act.
