PROVINCIAL COUNCIL.
Yesterday. (from our own correspondent.) Petitions. —Various petitions of no interest to the goldfields were brought up by Mr Carlcton, who stated that there were a largo number of petitions which had been referred to the committee, but owing to the sho - . iness of tire session, the committee had been unable to take them into consideration. He recommended that the Government should, during the present sitting, pass a resolution to refer those petitions to the Petitions and Private Grievance Committee of next session, as if they had been presented during the present session. GOLDFIELDS BUSINESS LICENCES.. Mr Mitchell asked the Provincial Secretary, “Is it the intention of the Government to refund the moneys received during the years 18G7 and 1868 for business licenses upon the Thames Goldfields, and the towns of Shorthand and Grahamstown. The Provincial Secretary replied that this question had been practically answered more than once during the present session. The money referrod to had been paid under a misunderstanding of what the law on the subject was. As that was the case, the Government had no power to refund money so paid. The better way would have been to have brought in a petition, as was done by Messrs Hooper, Oliffe, and Co.
