In the ease of Rice, the contractor, the Judge refused to grant an order, and the ease was adjourned sine die. Bach obtained his discharge. There was an animated debate in the Provincial Council this afternoon on Mr. Creighton’s motion, expressing regret at the attempt made by the General Government to alter the constitution of the Council, and reduce the capitation grant. The debate is now proceeding. No other business of importance.
