PROVINCIAL COUNCIL.
The Council assembled yesterday at three o’clock.- There was a "full attendance of members. The principal business related to the two important message's' (9 and 10) relating to the Kaipara railway, and the harbor docks and Barracks lands. These messages we printed yesterday. The discussion was taken in committee of the whole Council, and each member interested was entitled to speak as often as he pleased,— a privilege of which some hon. members availed themselves abundantly. The discussion was animated, and had a remarkable termination, Mr Mitchell protesting against the right of members of the Assembly “ appropriating,” as lie said, the money of the province, and then asking the Council to accept the responsibility. He voted with the “noes,” being the only member on that side. The number in favor of the proposals to issue £25,000 for Harbor Board and tlie Kaipara railway to he taken over by the General Government, included the other members—fifteen in all. The debate on the second message will also he found in another column. It was adjourned to Friday next. The Council adjourned at half-past eight o’clock. The following notices of motion appear on the order paper for to-morrow Tuesday : Mr Creighton to move, That this Council will on next, resolve itself into a committee of the whole to consider of an address to the Superintendent, requesting his Honor to place a sufficient sum on the Estimates, as an acknowledgement of the important services rendered to the Province by Messrs. Charles and Frederick Ring, by the discovery of gold in the Coromandel, Ilauraki and Upper Thames districts, and of their subsequent enterprise in developing the goldfield. Mr Mitchell to move, That a respectful address be presented to his Honor the Superintendent, requesting that lie will place upon the Estimates of Revenue and Expenditure for the year 1872, a sum of ten thousand pounds (£10,000), to be applied as compensation to such native owners of land in the Waitekauri, Te Aroha, and Ohinemuri districts, as shall consent to open their lands for goldfields’ and general settlement purposes.
