PROVINCIAL COUNCIL.
On the motion of the Provincial Secretary, the address was ordered to be printed. notices of motion. Dr. Nicholson gave notice of motion to he moved the next sitting-day, “ That a Public Accounts Committee he appointed. Committee to consist of Messrs. Ball, Boylan, Carleton, Creighton, Dyer, Ellis, and the mover/ 1 ' - • r - -' ‘ Mr. Dyer gave notice of motion to the following effect, to be moved on Wednesday next:—“ That a respectful address be presented to his Honor the Superintendent, requesting him to furnish the Council with a return of the expenditure of the vote (£3,500) for the works North of Auckland. Such return to state the number of works completed by aid of such vote, the amount expended ou eacli work, and ail liabilities on account of such vote.”
Mr Mitchell gave notice of the following motion for next silting day : —“ That a respectful address be presented to the Superintendent, requesting that he will place upon the estimates of revenue and expenditure for the year 1872 a sum of ten thousand pounds (£10,000) to be applied as compensation to such native owners of land, in the Wailekauri, Te Aroha, and Ohinemuri districts, as shall consent to open their lands for goldfields and general settlement purposes.” Mr Gordon gave notice for Wednesday, “ That a respectful address be presented to his Honor the Superintendent, requesting him to send down to this Council a copy of the evidence taken at the late inquiry held on the conduct of the lata Inspector of Slaughter-houses (Mr R. Carter) by the Provincial Treasurer, together with a statement of the reasons for appointing the present Inspector.” Mr. Ellis gave notice to move on Friday—“ That a respectful address be presented to his Honor the Superintendent, requesting him to send down to this Council a return of the amount expended on surveys, and all other charges and expenses whatever in connection with the Kaipara Railway up to the 31st October, exclusive, of payments made under the Kaipara Railway contract.” Mr. Gordon gave notice for Wednesday next, “That, in the opinion of this Council, the members of Council should be exempted from paying toll when proceeding to or returning from their duties whilst the Council is in session ; and that a respectful address be presented to his Honor the Superintendent, praying him to give effect to this resolution at the expiration of the present lease, and before the tolls arc let again.” Mr. PuiLirs gave notice to move on Tuesday next, “ That, in the opinion of this Council, it is desirable Hint certain portions of the city reserves should be allotted to the Corporation of Auckland, to enable it to undertake the management and control of the city police.”
The Provincial Secretary announced his attention of moving next sitting-day, “ That an Audit Committee be appointed, to consist of Messrs Boylan, Cadman, Carleton. Farmer, Freer, .Hamlin, Dr. Nicholson, Messrs Philips, Slianaghan, Sheehan, and the mover.” Mr. Creighton announced his intention of moving next sitting day, “ That an address be presented to his Honor the Superintendent, requesting him to send down to this Council, copies of all memoranda, together with alt correspondence between the General and Provincial Governments, relative to the resolution of the Provincial Council adopted last session, in regard to the control of the police force of the province.” Mr. Ellis gave notice to move on Friday,—“ That a respectful address be presented to his Honor the Superintendent, requesting him to cause to be laid on the table of this Council a copy of the Kaipara Railway contract, a copy of the specifications and surveys under which the contract has been taken, together with all papers and documents showing the nature of tho security held by the Government for the due performance of the work.”
Mr. Beveridge gave notice to move at the next sitting, “That a respectful address be presented to his Honor the Superintendent, requesting him to send down to this Council a return of all sums received by the Government on account of goldfield reA'cnue, since Ist January last, and of all sums expended by the Goment on the goldfields since the same date.”
Mr. Philips gave notice that he would move next sitting day, “ That a respectful address be presented to his Honor the Superintendent, requesting him to send down to this Council a return of the number of female domestics introduced into the province according to the promise made by the Executive.” Mr. Gordon gave notice that he would ask tliG Provincial Treasurer next sittingday, “ Whether the sum of £175 has been paid to Mr. Oliver Mason Creagh, in accordance with the recommendation of the Council in its last session ; and, if it has been paid, to as him out of what vote of the Council such sum was paid.” ' Mr. Eli.is gave notice that he would move on Tuesday next, “ That a respectful address be presented to his Honor the Superintendent requesting him to cause to be laid upon the tabic of this Council a return of the entire cost of the Thompson road-engioc, distinguishing the first cost in England, and all subsequent charges and expenses to the end of October.” The Goldfields Secretary (Mr. Sheehan) give notice to move next sitting day, “ That a Standing Orders Committee be appointed. Committee to consist of —the Speaker, Messrs Brookfield, Carleton, Creighton, Farmer, McLeod, Shanaghan, and the mover.” The Goldfields Secretary also gave notice to move, “ That a Library Committee be appointed. Committee to consist of—the Speaker, Messrs Boylari, Buck land, Brookfield, Ellis, Lusk, Mitchell, Swanson, and the mover.” The Provincial Treasurer (Mr Hurst) gave notice that he would move, “ That a House Committee be appointed. Committee to consist 6f Messrs Beveridge, Dignan, Dyer, Captain Freer, Dr. Nicholson, Mr Tonks and the mover.” The Provincial Treasurer (Mr Hurst) for next sitting day, “That a Petition and Private Grievance Committee be appointed. Committee to consist of Mr Brookfield, Mr Carleton, Mr Gordon, MiMav, Mr Mitchell, Dr Sam, Mr Tonks, and the mover.” Mr C. F. Mitchell gave notice for next sitting day, “ That the correspondence relative to the purchase of auriferous lands be printed.” PATERS LAID ON THE TABLE. The Goldfields Secretary (Mr Sheehan) laid on the table from the Provincial Auditor the receipts and disbursements of the province of Auckland for the quarters ending the 31st March, 30th June, and the 30th September, duly audited. The Goldfields Secretary also laid on the table a letter from the Provincial Auditor, dated the 21st November, 1871, enclosing a special order issued by the Superintendent, authorising the payment of a sum of £2,443 13s lid.

The Speaker read-Message No. 1, received from his Honor dent, enclosing a statement of the revenue and expenses of the province of Auckland. On the motion of the Provincial Secretary, the accounts were ordered to be printed. Mr. Creighton suggested that the Government might include and lay before the House an approximate return of the income and expenditure of the province for the next three months, to complete the year. The Provincial Srcretary replied that a return such as that asked for had been prepared. The Speaker then read Message No. 2 received from his Honor the Superintendent, which enclosed a Bill to amend the Registration of Brands Act, 1871. —The bill was read a first time, and ordered to be printed. The Speaker next read Message No. 3 received from the Superintendent, which enclosed a Bill to amend the Dog Nuisance Act, 1854.—The bill was read a first time, and ordered to be printed. The second reading was fixed for next sitting day. The Speaker next read Message No. 4, which enclosed a Bill to amend the Education Reserves Management Act, 1871. The bill was read a first time, and ordered to ho printed. The second reading was fixed for next sitting day. .The Speaker next read Message No. 5, which enclosed a bill to enable the Superintendent to close up a portion of a road in the parish of Papakura, the land so obtained to be given to Mr, J. Taylor.—The hill was read a first time and ordered to be printed. The Speaker next read Message No. 6, which enclosed a bill to enable the Superintendent to close up a certain road in the parish of Waitakere : the land to be given to Mr. A. Dilworth.—The hill was read a first time and ordered to be printed. The second reading was fixed for Friday next. The Speaker next read Message No. 7, enclosing the Appropriation Bill, 1872. The bill was read a first time and ordered to be printed. The second readiug was fixed for Tuesday. The Speaker read Message No. 8, enclosing a biU to amend the Licensing Act, 1871.—The hill was read a first time, and ordered to be printed. The second reading was fixed for Friday next. There were some 29 papers laid on the table of the Council. Reports of the Mount Eden Gaol by the Governor and Visiting Justices.—Ordered to be printed. ADDRESS IN REPLY. Mr. Tonics gave notice of motion that on next sitting day he would move the following address in reply to his Honor’s opening address:—“We, the members of the Provincial Council of the Province of Auckland, thank your Honor for the address with which you have opened this, the 27th session of the Council. We assure your Honor that wo will give pur best consideration to the matters referred to in your speecli, and we trust that our deliberations will result in measures conducive to the prosperity and good government of the province.” ADJOURNMENT. On the motion of the Provincial Secretary, the Council was then adjourned until 3 o’clock next sitting day.
