WATER SUPPLY.

To the Editor of The Thames Guardian. Sir, —l observe great expedition is being used in carrying out the works of the Thames Water Supply contract, aud I wish to know if you, as the Thames Guardian, can inform me whether the pipes have been tested as far as Parawai ; as, according to the specification, the drain was to have been left open till that was done.—l have, &c., Hydraulic. ♦ To the Editor of the Thames Guardian. Sir, —From the title of your paper I understand it means guarding the interests of the public, and feeling that your columns are always open to expose tyranny, will you kindly give your expression of opinion as to whether the police have any right in law to put handcuffs on a respectable member of society for simply being drunk. Why do they not carry out the provisions of the Licensing Act and stop the sale of intoxicating liquor on the Sabbath, and above all compell poison not to be sold ? I maintain that half the drunkenness is caused not by the use of spirits or beer, but the rubbish supplied.—l am, &c., Old Colonist. [We believe, the police to be justified in using handcuffs if the person in custody is obstreperous or there is any danger of his getting away, of which the officer must judge for himself, but it is a power, of course, to be used with discretion.— Ed.
