THE VENEZUELA DIFFICULTY
London, Dec. 22, The London, Provincial, and .European Exchanges were closed last night more quietly, but heavy sales were effected. The Standard’s correspondent wires that stocks in New York continue to fall. Baltimore merchants petitioned Congress to arbitrate. President Cleveland’s second Message was badly received. The President has signed a Bill appointing a Commission, the members of which wifi probably visit Madrid and La Hague to examine the ancient records bearing on the subject. It is stated that high officials have informed the Washington Government that the researches of the Commission will probably confirm England’s claim. The New York World implored Mr Gladstone to speak words of peace and fellowship, to soothe passions, and check the clamour of the Americans. Air Gladstone cabled that he dare not interfere. Only common sense was required.

Venezuela is blustering on the strength of President Cleveland’s Message. The feeling in England is calm, in response to the calmer atmosphere in the United States. The congregations in Plymouth churches cheered the sentiment frpm the pulpit in favor of the maintenance of peace. , Dec. 24. . Loid Rosebery declares that the outbreak of war between two mighty nations over the Venezuelan dispute would be the greatest crime recorded in the history of the world. The Times’ correspondent wires that the American House of Representatives decided that there was urgent need for increased revenue with great cheering, and suppressed excitement was evinced throughout the remainder of the sitting. The bankers’ section of the House suggests that the money should be borrowed, but the Chairman of the Committee of Ways aud Means hopes that 50,000,000 dollars will meet the needs of the situation. The associated banks have appointed a committee to be ready iu case of emergency. Heavy loans have been effected during the last few days at 6 per cent.
Mr John Redmond has cabled to the New York World that in the event of war the Irish would give solid support to the United United States. December 26. The Prince of Wales, speakingat York, replied to the New York World’s articles, and expressed his belief that the crisis would be arranged in a manner satisfactory to both countries, and that the same warm friendship which had existed for many years would continue. Paris, Dec. 12, Le Temps thinks it andacip.US to suppose that England will abide by the finding of a self-appointed commission. Vienna, Dec, 23, A panic has occurred on the Vienna Stock Exchange, resulting in enormous losses aud spores of failures. The Rothschilds intervened and bought fifty thousand shares, Washington, Dec. 22. Congress referred to to the President’s second Message to the Committee of Ways aid Means, aud adjourned till Monday. The Senate adjourned till Tuesday. Dec. 23. The total pcvmwd of the American navy is only 1446, all told. The President's Message is generally denounced as the crime of the century. The New York Worlfi publishes a powerful indictment agaiuat President Clevelands unprovoked incendiarism. Republican members of the Committee of Ways and Means are in favor of the imposition of a duty on wool, which, with the issue of low-priced bonds payable iu gold, it is urged, would meet the present financial crisis. Venezuela is appealing to kindred States for help in the event of an outbreak of war. The New York psess states that it is useless for the Republic to hope for any asssistauce, Melbourne, Dec. 25. At the final meeting of the Stock Exchange prior to the Christmas adjournment it was resolved to send cable messages to the English and New York Exchanges wishing that peace and goodwill might prevail.
