THE LIQUOR BILL.

The Wellington correspondent of the Press says;— “ The following are among the amendments of which members of the Legislative Council have given notice, regarding the Liquor JBill. The Hon. W. C. Walker will move— ‘ That if the proposal to reduce the number of licenses in any district is carried the committee shall reduce the number by not less than 5 per cent., instead of 10 per cent, minimum in the Bill; also, that in the event of a reduction, the licenses shall not bo reduced below one for every 700 persons.’ On failure to elect a committee, Mr Walker proposes to give power to the Governor to app Mat a committee instead of vesting full powers in the Stipendiary Magistrate. He will also move :— ‘ That the Act shall not come into operation till after the poll of 1897.’ The Hon. C. C. Bowen will move to strike out all the clauses relating to the national option poll, also the section providing that the local option poll should be taken on the same day as the general election. The Hon. E. C. J. Stevens will move to strike out the provision relating to the poll, to bo taken by members at the beginning of every Parliament, as to whether Bellamy’s shall be closed, and, in the event of this being lost, he will move : That this poll be taken a mouth after the opening of the session.’ The Hon. K. Pharazyn will move to strike out all clauses relating to clubs, and substitute therefor clause 220 in the Licensing Act of 1881. The Hon. W. Swanson will move to provide for the granting of New Zealand wine licenses. The Hon. H. K. T.'.iaroa will move : —‘ That the provisions relating to prohibition orders against Natives do not apply to the Middle Island.” The Hon. J. Kerr proposes to allow only one of the three issues to be voted for. He also wishes to increase the strength of the committee to nine members, including the Stipendiary Magistrate, and proposes to leave the limit of three miles, which constitutes the qualification of a traveller, as at present.
