Wellington, Oct. 7. The delegates of the New Zealand Rugby Onion mot on Saturday night, and decided that any Union in arrears ou July Ist bo not allowed to vote or have a voice at mootings. The rules wore amended to allow au alteration of the rules at any general mooting. It was resolved to recommend tho English Union to amend their rules by making as a penalty for a deliberate throw forward a free kick ; also that an unintentional knock-on bo not illegal ‘. further that they should amend the laws so as to do away with tho present tedium touch-lino play. Suggestions for the legalising of punted goals and tho use of a round ball wore negatived. It wob decided that tho next visit, of a Now Zea--Imd team to Australia bo in 18117, and that Queensland be invited to visit tho colony next year. A letter was read from the English Union re case of Jaw, statingthat tho onus laid with tho team to see their opponents were not, playing with more than In men ; that in tho case of a ball striking a spectator unless special arrangements were made tho hall should not r o considered dead. The English Union admitted that the referee had tho to place tho ball in the scrum, but he should only <-xereiso such right under exceptional, circumstances.
