In the Legislative Assembly Mr R id delivered a statement wh ; ch praciically dealt with the financial proposals as indicated in the statement of May 9. The postponement of the removal of duties through the dissolution gave the Government £IOO,OOO more than was anticipated. Of this sum £06,000 is proposed to be appropriated in special grants to municipalities. The Bibbs duties, he said, would be removed on September 10th. These duties should have terminated on Juno 30th last. The income and laud tax proposals, if carried, would apply as from Ist July in the present year. He estimates the surplus on June 30th, 1890, as £IBI,OOO, and estimates the decrease in expenditure by £23,000. The general election cost the country £20,000. He proposes to increase the legacy duties and stop the leakage of stamp duties, which will realise about £120,000. The retrenchment through a reorganisation of the Civil Service will amount to £200,000 ; therefore, the year 1890-97 should see the Government with close upon £IOO,OOO at their disposal.
