SPEECH BY THE MARQUIS OF SALISBURY.
London, October 31* The Marquis of Salisbury met with an enthusiastic reception at Edinburgh. He declared that Lord Rosebery was drawing a red herring across the scent in connection with Home Rule, and that his ludicrous proposal to suppress one branch of the legislature was not sincere. He asked for a blank cheque for a policy which was a string of conundrums, and said nothing about the recent rejection by the House of Lords which justified a revidutionary change. The country would never sweep away the House of of Lords for tho purpose of allowing England and Scotland to debase themselves before the electors in tho south and west of Ireland. Tho struggle would prove desperate and long, and the Lorcas would win in tho end and the qrqsade bo a deathblow to Home Buie. The ox- Premier that legislation sh«uld be for the elevation of the masses, and heartily approved Mr Chamberlain’s general aims. The suggested referendum of the electors was quite illusory, since Lord Rosebery had nei-her the desire nor the power to m iko it. harm in using the machinery of the State to achieve objects for the benefit of the community. It was generally agreed that no great nation accepted the dominance of a single chamber.
