THE GERMAN MINISTRY.
Berlin, October 29. Prince Hohenlohe has decided to reunite the offices of Imperial Chancellor and Premier of Prussia, as was done in Bismarck's time. Herr Koeller takes the portfolio of Minister of the Interior, in succession to Count Von Eulenberg. After ihe interview on Tuesday between the Emperor and Caprivi, the latter inspired an article in the Cologne Gazette, making a vigorous onslaught on Count Von Eulenberg. The article described Eulenberg's defeat, aud asserted that the Emperor and Caprivi were of perfect accord. Count Eulenberg, who had already decided to retire from the Government, complained to the Emperor of the offensive attack, and the latter demanded that Caprivi would at once disavow all responsibility for the article or withdraw it. This Caprivi refused to do, and immediately sent in his resignation.' European papers, in commenting on the 1 , situation, express great regard for Caprivi, and manifest keen regret at his retirement. The Emperor William has decorated Count Caprivi .with the order of the Black; Eagle, and presented him with the insignia set with brilliants. Count Eulenberg received minor decorations.
