STATE BANK.

We publish as a supplement this morning a scheme for establishing a State Bank. .This spireme was laid before Parliament about three days before the Bank of New Zealand Guarantee Bill w&t introduced, and it was very favorably received, but, of course, the circumstances were completely altered by the fact that the Government had to come to the assistance of the tottering institution, Opinions on the subject have been received from somo leaditfg bankers as well as politicians, » was generally admitted that it was a perfectly sound and feasible pcheroe> but of course 3 • Was completely knocked on the head by the Bank of New Zealand.- ft IfiU be seen that it is no wild paper-mop,ey schcum | that it does not disturb the present institutions; that it involves no totate responsibility; and that it secures all the advantages of a State Bank* It we believe, hopeless to expect it to P© adopted now, because as the Government are so deeply involved in the Bank of New Zealand they will doubtless throw all their interest into that concern. It is now only useful to show how easy it is to establish a State Bauk if desired. Several persons have suggested that a State Bank should bo established, but no one has attempted to show how. This js the first practicable scheme which has been submitted, but it came too late.
