London, April 24. In the House of Commons, the income tux resolutions were agreed to. Mr Goschon asserted that the decision to limit the increased duty on spirits and beer to one year would probably result in a loss to the revenue of £1,000,000. April 26. The Miners' Eight Hours Bill was read a second time in the House of Commons by a majority of 87. The Home Secretary declared that a very considerable majority of the Cabinet approved of the measure. Mr J. A. Pearse, member for Northumberland, said that if the|measure were carried it would be a deathblow to English industries. Sir A. Hickman, member for Wolverhampton, declared that the adoption of a legal eight hours would vastly increase the cost to coal consumers. Lord Kandolph Churchill strongly supported the Bill. Lord Kosebery's address to the Liberal party says that owing to the extension of the franchise and the new spirit towards the Imperial Government the unity of the empire must be maintained, and the flag must not be lowered abroad. He regards it as impossible to re-unite with the leaders of the Unionist party. Sir George Grey has been appointed a member of the Privy Council.
