ENGLISH AND FOREIGN. London, April 13. Lord Rosebery has announced the British protectorate oyer Uganda. For some time prior to his death the Marquis of Ailesbury was iu a penniless condition, and was maintained by Lady Mabel Sutton. Countess Russell has instituted proceedings against Earl Russell for recovery of conjugal rights. The Earl is resisting the claim. Sir E. Gray, Political Under-Secretary for Foreign Affairs, states that the Imperial Government will gladly refer the question of compensation to the owners and crew of the Costa Rica Packet to arbitration. The Lord Mayor of London, the Right Hon. G. B Tyler, hopes that the colonial mayors will commemorate St. George’s Day on April 23 by a banquet, and help make the celebration universal throughout the empire. At the Tabernacle to-day the Rev. Thomas Spurgeon, who has been appointed pastor, was received by thousands, and the welcome extended him was of a most enthusiastic nature. April 14. The personalty iu the estate of the late Mr Dalgety, head of the firm of Dalgety and Company has been sworn at £480,000. Sir George Grey has arrived in excellent health. He intends to work in the interests of Professor Aldis, late of Auckland University. Sir George Grey was welcomed by the Marquis of Stamford, Sir W. B. Perceval, and a number of others. He intends to interview Mr Gladstone and Lord Rosebery respecting Irish autonomy. The British East African Company will claim £250,000 as compensation for their colonising works in Uganda. The Catholic Times states that Bishop O’Reilly, of Port Augusta succeeds Bishop Reynolds, of Adelaide. Mr Reid, the Minister of Defence, for Victoria, in addressing the Volunteers in Westminister Hall, especially thanked the Duke of Cambridge for sending splendid officers to the colonies. The colonial Volunteers he said, were ready to fight on behalf of Great Britain anywhere their services may be required. Baron Hirsch entertained sixty millionaires at dinner in London. The total cost of the banquet was £I2OO. Paris, April 14. The refusal of the President to make further retrenehment in the Military and Naval Votes has much incensed the members of the Chambers of and a dissolution is probable. Berlin, April 14. Herr Leist, Governor of (he Cameroons has been recalled, owing to his having ordered the flogging of women. Rome, April 12. Queen Victoria and King Humbert of Italy lunched together yesterday at the Pitti Palace, and conferred with regard to the peace of Europe. The populace were enthusiastic at the meeting. The Italian Government have sanctioned the construction of the Simplon Tunnel. Buda Pesxh, April 13. The Civil Marriage Bill has beau read a second time by a majority of 175. Vienna, April 14. The Emperor of Germany met with an enthusiastic reception on his arrival here. Ten Arch-Dukes and all the members of Parliament took part in the proceedings. Belgrade, April 14. By an explosion of fire damp in a colliery here sixteen miners were entombed. The work of rescue is proceeding. Cairo, April 14. Riaz Pasha, President of the Council and Minister of the Interior, has resigned, and will be succeeded by Nubar Pasha. Capetown, April 12. The natives of Spizalaud are arming with a view of making a forcible demand for autonomy. April 14. The remains of the late Major Wilson’s party have been interred in the ruins of Dimbadina. The company have made provision for the widow and children of Lobengula, and they have returned to Bulawayo. The President of Transvaal claims Swaziland. The Times asserts that all the residents at the Cape and on the Zambezi support President Kruger. Washington, April 14. It is reported that the Government are seeking to withdrew from the agreement existing with Germany and Great Britain regarding the administration of Samoa, Senator Mitchell, of Oregon, declares that the removal of the wool duty will kill tho woollen industry iu the United States.
New York, April 12. It is reported that the whole town of Colon, Panama, is on fire. The United States Government will, it is said, shortly issue another 60,000,000 dollars’ worth of treasury bonds owing to the delay of the Tariff Bill. April 13. Glue-works iu Buffalo were destroyed by tire. Many persons were injured, and twelve are missing. The damage is estimated at 1,250,000 dollars. Rio de Janeiro, April 14. Admiral De Mello has withdrawn from Rio Grande. It is reported that Bahia and Pernambuco have broken out in rebellion. Admiral De Mello has placed those who surrendered to him in Uruguay territory.

Tho yield is between 2 and Sdwts to tho dish. A great rush has set in from Wyaiong. April 15. At Rosehill races yesterday the race for tho Cup resulted as follows Lady Trenton, 1 ; Tho Trier, 3 5 Marvel, 3. Thirteen horses started. Won by a quarter of a length. Tho Premier has received through the Agent-General the following cablegram from the British Consul iu Paraguay “ Some of tho colonists applied to me for passages to Buenos Ayres, which I am now iu a position to grant. another poor man. One hundred and tea souls have abandoned the colony. The latest intelligence is - unfavourable. Some are dissatisfied with the administration, and will return to Australia. Those who have gone to the Government colonies are satisfied. In the course of an interview the Premier said that a dark cloud of Socialism and Anarchy was threatening the stability of our institutions, and that this sort of thing could not be allowed to run riot without some combined effort being made to check it. No doubt, he added, freetrade and protection were questions of vast importance, but there were questions of far greater importance to be dealt with, which may compel the good men of both parlies to stand shoulder to shoulder. If the elections had taken place twelve months ago they might have been fought upon a fiscal issue, but things were changed now. What was wanted was good government above all things. Melbourne, April 13. Application was made yesterday for the removal of Mr Priestly, late manager of the Federal Bank, from the position of liquidator in the estate. Mr Priestly’s evidence showed that £II,OOO had been taken from the suspense accounts to pay the bank’s own shares in order to check a falling market. No one suggested that it was illegal. His Honour remarked u I will tell you honestly what my view is. It is that the transaction was illegal, and it is a question whether it is not also highly fraudulent.” A rich patch of gold has been struck at Daylesford, and 200ozs of the precious metal were taken from a piece less than two feet square. Most of the gold was in a lump clustered together like a bunch of grapes. One piece weighed 30ozs. April 14. The premises of Messrs Tibbet, Bruce and Frecknall, importers, caught fire last night, and before the flames were extinguished damage to the amount of £SOOO resulted. The firm is insured to the extent of £7240, of which £2250 is in the South British office. Brisbane, April 13. The floods in the north are receding. A man named Buchanan, with his wife and family of five children, and a man named Cummins, were drowned at Ingham through the capsizing of a rescue punt. April 14. In addition to the eight persons drowned at Ingham during the floods, three bodies have been seen floating down the river. Horabt, April 13. The Anglican Synod has unanimously agreed to establish an institution of deaconesses, under the control of the Bishop.
