THE NEXT EUROPEAN WAR.

During the just'departed Xmas season . five hundred 'millions of people said with their lips, " Peace on earth and goodwill toward men," even while the brains of the leaders of nearly all the nations of the world were turning plough-shares into swords and otherwise preparing for war. Everywhere we look the cry is for war, and if racial and national questions fail to provoke the strife, we, have accumulating in our midst the constituents of a struggle between labour and capital throughout the world. And in this latter case, if it became a struggle of actual material strength, labour, being in the majority, would surely win. But we have to deal with national wars, more than with a universal fight in the limits of the present article. Russia is boiling with .Nihilism, the natural product of oppression.' France, England are preparing, for a protracted fight. Just imagine the impending triangular war between France, .Russia and Germany. These three powers would be able to put 12,000,000 men into action : that is to say, judging by the figures of mortality in previous wars, ,8,000,000 human live 3 are to be sacrificed. The money spent annually on the mantenance of militarism in Europe is £600,000,000, and this amount, with the yearly increasing use of expensive chemical destroyers of the lives of armies, must increase in proportion. How can we believe with the thunder of the march 'of the European armies sounding in our ears, that there is anything more than empty talk in this Christmas cry of universal peace and goodwill ? War is a brutal thing at best, and the people of to-day are gradually recognising that the excuse of patriotism is false, and that war was invented solely for the purpose of protecting the laudgrabber in his new thefts, or to maintain his title of old ones. War is the effect of huge populations living under artificial conditions, and is the rough medicine in ordinary use to compass the removal of undesirably large peoples. War iB merely a disease. When the body is debilitated by opposing foreign forces brought into existence by the artificial conditions of the life of the busy man of to-day, the natural functions declare war against the enemy which has insidiously sapped them.
