London, Nov 17. The proposal to enfranchise women under the Parish Council Bill was carried in the H use of Commons by a majority of 21 despite the fact that the Government opposed the innovation. In the House of Commons, Mr Buxton, the Under-Secretary for the Colonies, said that the Government would not forget Lobengula’s chivalry towards the missionaries whom he conducted safely to Tati during the recent hostilities. Nov. 18. In the House of Commons, Mr Gladstone, while declining to announce before February next the ship-building programme of the Admiralty, declared that the Government would maintain a distinct naval supremacy.
