The police authorities have abandoned the proposal to hypnotise De Jongh, the Dutchman, in custody on a charge of murdering his wife and other women. The report that the body of Miss Schmitz, one of his victims, was found floating in the river Amstel is untrue. Mr Huddart has directed his steamers not to call at Queensland ports, and is asking Canada to permit them to take iii Fiji. Owing to the loss of the Victoria Admiral Seymour declined the festivities tendered to the British fleet at Italian ports. Oct. 11. The Vienna correspondent of the Times says that a profound sensation has been created in Austria by the rumour that Count Taafe intends to grant the demanda,,pf the socialists. The annual meeting of shareholders in the New Zealand Shipping Company was held to-day. The directors' report and balance-sheet were adopted, and the retiring directors re-elected. Lord Elgin succeeds the Marquis of Landsdowne as Viceroy and Govern orGeneral of India. The announcement of the appointment has be'iu fairly well received.

St. Petersburg, Oct. 11. Russia is building three ironclads and several torpedo ships in the Black Sea. Vienna, Oct. 11.

King Lobengula is sending a lot of his property down the Zambesi, and has provided a fleet of canoes to secure his retreat if necessary. Mr Cecil Rhodes believes that the Matabeles will be crushed by the Chartered Company's forces who are advancing on Bulawayo (Lobengula's kraal) from the east, and Major Adams' column from the south and west. King Lobengula with four of his best regiments is stationed on the Strangaui river, and is quite prepared to fight. Some of the Matabele impis are retiring before the advance of the British.

Rio de Janeieo, Oct. 10

A body of three thousand insurgents are making preparations to capture the magazines in the vicinity of the capital. The President threatened to blow them up rather than let them fall into the hands of the rebels.

New York, Oct. 11

Information has been received • that Admiral Mello has renewed the bombardment of Rio de Janeiro. His action is attributed either to treachery or to the fact that President Peixoto refused to dismantle the fortifications. Another fort has joined Admiral Mello, who declares that he will adhere to the Bepublican cause.

Tn the third heat for the American Cup while the breeze was light the Valkyrie led, but as it freshened the Vigilant improved her position and gained half a mile. The race was not finished for want of time.

A sensational incident occurred during the race. A yacht owned by the Astors twice collided with a crowded ferry boat, and the latter was injured to such an extent that she had to be beached.

The debate is proceeding. Oct. 12. After an acrimonious discussion Sir H. Parkes' motion for the adjournment of the House was negatived. Mr Kidd moved a resolution for the introduction of a Local Option Bill. An amendrneut favouring the principle of compensation was incorporated by 48 to 41, and the motion as amended was agreed to by 40 to 8. The Financial Statement will be delivered next Thursday. George Merriman, city solicitor, who was recently suspended owing to irregularity in his accounts, has been dismissed from his position. Mr Bowell, Canadian Minister of Ti-ade and Commerce, in addressing the Chamber of Commerce, said ho looked forward to the establishment of a fortnightly steam service between Sydney and Vancouver, calling at Fiji and Brisbane, with an auxiliary boat connecting New Zealand to the main line at Fiji.

The New South Wales Government have signed a contract with Captain Whitney, of Auckland, for the supply of 1,500,000 rounds of ammunition a year. Adelaide, Oct. 11.

The Conciliation Bill, which is intended to facilitate the settlement of industrial disputes, has been read a first time in the Legislative Council. Perth, Oct. 11.

The City Council have drafted by-laws whh the object of prohibiting boxing contests and dog fights.
