London, Sept. 28. Mr Gladstone addressed a meeting of 10,000 people at Edinburgh, and was received with enthusiasm. He said that to dissolve Parliament at the instance of the House of Lords would be a monstrous innovation. The Home Rule Bill would reappear next session, when the Government would find means to ensure it reaching its goal. In his speech at Edinburgh, Mr Gladstone promised to extend the Parish Councils Bill to Scotland. The Standard refers to the Premier’s deliverance as a disappointing and ridiculous diatribe, only worthy of the windiest demagogue. It adds that the House of Lords will refuse to be bounced into passing the Home Rule Bill. The Times says that Mr Gladstone’s indictment against the Lords is based on a series of audacious assumptions. Mr Gladstone, in reply to an address, said that the political situation was extremely serious, but with the help of the Almighty the Liberals hoped to overcome all obstacles.
