London, Sept. 22. During the Rebate on the question of appointing an Indian Commission of Enquiry General Chesnesy, M.P. for Oxford, said thai the Indian farmers were almost destitute; and ridiculed the proposal for a commission. Sir W. Wedderburn supported the proposal. He said that 40,000,000 of people were subsisting on one meal a day. Sir W. V. Harcourt said that to appoint a Royal Commission to enquire into the condition of India would embarrass the Government, and that they declined to appoint it. The House of Commons ha 3 adjourned, and will re-assemble on November 2nd.
