In the lTouao of Commons to-day, Mr J. H. Dalziel'a amendment, apposing the appointiiicitt uf q.ll Irish Legislative Council, was rejected by a majority of G 3.
In tho course of the discussion Mr Gladstone said that a second chamber was the universal practice in the civilised world, and acted, aj a check on the first chamber, He asserted that it was essential to protect a local minority. Mr Balfour declared that the chamber as proposed was a ludicrous sham. Mr Chi mberlain condemned aDy attempt at composition. Iu the House of Commons, the Premier, replying to Mr Chamberlain, said that within three years it would be necessary for the Imperial Parliament to pass legislation to settle the Jrish laud question. Lords reject the Home Buie Bill, unless the measure is at ouce re- submitted to the House of Commons. An amendment leaving the appointment of Irish Land Commissioners in the hands of the Queen was rejected. The election to hil the vacancy in the House of Commons caused by the resignation of Mr Grenfell, M.F. for Hereford, took place to-day. Mr Cooke, Conservative, defeated Sir J. Pulley, Home Ruler, by 1504 to 1460. August 16. The House of Commons accepted a new clause to the Home Rule Hill, proposed by Mr Morley, Chief Secretary for Ireland, prohibiting the Irish Legislature authorising the carrying or using of anus for military purposes, or the formation of societies to practice the use of arms.
