LONDON, .AllgUSt (). The Conservatives will propose fortyfour new clauses when the Home Rule Bill is reported from committee. Twenty-thousand people attended a meeting at Liverpool, and passed resolutions, protesting against Government permitting the Jrish, members to dominate the House of Commons, and stifle the debate on Home Rule.
Owing to the absence of a number of CcmseiViitive members, among wh,om was Mr Balfour, niaxjy pj the iiow clauses which they hid intended to move upon the Home Rule Bill were struck out. Mr G. B.'U'tley wanted to move them on behalf of tha absentees, but the Speaker declined to allow him. There Wj\* aiaoh excitement oyer th.p. reiusai.

Mr Parker Smith, member for Patrick, moved to appoint a Commission to rearrange the Irish electorates. The motion was negatived by 44. Mr T. W. Russejl, member var Tyrone, paid that the proposals were the worst kind of jerrymandering. Mr Gladstone replied that they were really based on population. Mr Healy contended that the Unionists would obtain more than the number of members they were entitled tq.
Mr J. Morley sajd that the Government Wpre willing \o allow siugle electorates if they were demanded. The Ulster defence fund has reached £250,000.
