The President's message to the Senate advising the annexation of Hawaii, describes the monarchy of the Islands as elfete, and making the country a prey to designing persons. it would be undesirable, if not impossible, to restore it, and it ia essential that no other power shall annex the islands, as such an event would be inconsistent with the safety of the United States and the peace of the world. The President points out that there has been no protest against annexation by the States, and denies that the latter had any hand in the overthrow of the Queen. A President would be appointed with the power of veto in matters affecting foreign and commercial relations. They would continue to prevent the influx of Chinese into the country; the United States would take over the debt and pay the Queen 200,000 dollars and her niece 150,000 dollars. The sugar products would not receive a bounty unless Congress passed a special measure authorising it.

Feb. 18. The Committee of the Senate have reported in favor of the Hawaiian Treaty. Secretary Foster, in a despatch to Mr J. L. Stevens, American Minister at Honolulu, approves of his co-operating with the de facto Government for the protection of life and property in the islands, but disavows his action if it sets the authority of America above the Government of Hawaii, in the capacity of protector, or impairs the independent sovereignty of Hawaii.
