Ottawa, Dec. 1. The Canadian Government are willing to subsidise a mail contract from Halifax to Southampton, to the extent of 750,000 dollars on the condition that the time occupied on the vovage does not exceed five and a-half days. A meeting has been held at Montreal to discuss the future of Canada. The attendance numbered about five thousand, the majority of those present being supporters of the Hon. 11. Mercier, ex-Premier of Quebec. On a vote being taken 1600 were found to be in favor of the independenceof the Dominion ; 1000 preferred annexation to the United States of America; 3G4 desired that matters should remain in- stain quo, and 25 expressed themselves in favor oflmpeial federation. The remainder abstained from voting. As an outcome of the meeting M. Mercier's friends are initiating a crusade to secure independence of the Dominion. The Government are forming a Department of Commerce. The Canadian Government are effecting retrenchment in the Railway Service, and a large number of officials are being dismissed.
