London, Nov, 15. The Bight Hon. H. H. Fofrler, president of the Local Government Board, has issued a circular to the local boards recommending them to provide work for the unemployed by undertaking public works. Mr T. Mann, giving evidence before the Labor Commission, said that he looked forward to even a six or seven hours per day limit, in order to absorb the unemployed, but he was not prepared at present to recommend a universal eight hours. Nov. 16. Most of the cotton mills in Lancashire and adjoining counties have agreed to work half time, in order to prevent their operatives from assisting the strikers, Mr T. Mann deposed before the Labor Commission that he was in favor of a voluntary eight hours system. He would accept legislation if that were quicker, but preferred a local optional eight hours. Paris, Nov. 16. The Carinaux miners admit that their demand for universal suffrage was a pretext to excite sympathy. Vienna, Nov. 16. The number of men out of work in Vienna is estimated at 60,000. {SYDNEY, Nov. 17. The conference of delegates from the Federated Builders’ and Contractors’ Association affirmed the desirability of shorter hours to enable fellow-workers among the unemployed to obtain a chance of work. The matter was referred for approval to the societies interested.
