Sydney, Sept. 30. The aquatic carnival resulted as follows :—Neilson 1, Croese 2, Towns 3. There has been more stormy weather in the country and a big flood is expected in the Murrumbidgee. The Legislative Assembly sat continuously until six o'clock to-night. The amendment condemning the action of the Government in placing £IOOO to Mr Dibbs' credit for his English tour was negatived by 68 to 64. The labor party voted with the Opposition. The result was announced amidst Government cheers, and Opposition cries Qf '' Resign." Oct. 1. The Medical Congress has accepted an invitation to hold its next session in New Zealand. Dr Batchelor, of Duncdin, has been elected president. The I Committee appointed for the purpose] drafted the following resolutions up/y n insanity :—l. That for criminal "' ses it would be in accord with present medical opinion to define insanity as a disease of the brain not immediately induced by default of the individual, leaving the following questions for the jury to decide:—l. Had the accused at the time of committing the act disease of the brain, and did such disease prevent him having a knowledge of the nature and quality of the act? 2. Had lie knowledge that the act was wrong? 3. Did such disease prevent free determination of his will? Melbourne, Sept. 30.
The revenue for the quarter is £IOO.OOO less than for the corresponding period last year. The receipts so far are £43-1-,-100 below the estimate. The question whether the directors of certain financial companies should be placed on trial for issuing false balance sheets, is causingmuch interest. It is feely stated that not only is the Government shirking responsibility,but that political influence is at work to shield the alleged culprits. The Argus, discussing thp Marquis ofliipon"s decision re the Legislative Council appointment in New Zealand, says that it calls for the abolition of a nominated House. The Age considers that it is a satisfactory fincda to the dispute which the Opposition sought to magnify and prolong.
