GERALDINE COUNTY COUNCIL. SPFCIAL ORDER. TAKE NOTICE that at a special meeting of the Ueraluine County Council hell at the Council's Offices, Timaru. on the Bth Day of SEPTEMBER, 1.8!>2, resolutions (passed on the 11th Day of AUGUST, 18!)2), were adopted, (i) Repealing the By-Law, No. 2, relating to Traction Engines made on the 15th APRIL, lssii, and which came into force in the County on the Ist MAY, 188(>. (2) Making a new By-Law regulating the conditions on which Traction Engines may be allowed to pass along the Public Roads and Bridges within the County. AND TAKE NOTICE that that the object or purport of such By-Law is as follows : -• (1) The term " Traction Engine " or " Engine " shall mean a Locomotive Euginc usually propelled by steam or other generated or motive power not being used on a Railway or Tramway. The word " Road " shall mean a road as donned in Section 78,Public Works Act, 1882, and includes County, District, and Main Roads. (2) To require two persons at least to accompany an Engine whilst it is travelling 1 and prescribing their functions. (3) To require the person in charge of an Engine, if requested by the rider or driver of any horse, stock. or vehicle, to stop such Engine and assist such person to pass. (-1) To prescribe the lights to be carried by Engines travelling between sunset and sunrise. of the owner being painted on every Engine. ((!) To require the driver of an Engine to give as much space as possible to other traffic. (7) To regulate the speed of Engines. (8) To regulate ike whistling of Engines and blowing off steam. (!)) To regulate the crossing of Traction Engines and Combines, Carriages and "Waggons attached thereto, over Bridges and Culverts. (10) To regulate the discharge o E ashes on anyroad from an engine. (11) To regulate the use of studs or rings of iron, etc., attacked to the level of the faces of tke tires of wheels of any Engine or any Combine, Carriage, or Waggon attached thereto. (12) To regulate the weight to be carried by and the width of tires of any Combine, Carriage, or Waggon attached to or drawn by an Engine. (Li) To provide for the weighing of any such Combine, Carriage or Waggon and its load. (II) To require the notification by the person in charge of an Engine of any damage or injury done by such Engine, or any Combine, Carriage, or Waggon attached thereto, to any Road, Bridge, etc., and tke erecting of signals by suck person for the protection of the public. (J 5) To require the reparation of any suek damage or injury by or at the expense of the owner or person having charge of suck Engine. (U 5) To specify tke Bridges in tke County over which Engines weighing (together with the maximum weight of coals and water which they are constructed to carry) more than six tons shall n°t De taken. (17) To provide that no Traf-tion Engine which (together with the maximum weight of coals and water it is constructed to carry) weighs more than twelve tons shall be taken over the Opihi Bridge over the Opihi River. (18) To provide that no Engine shall cross, the Opihi bridge between 8 and 10a.m. and ;> and ~> p.m. (19) To regulate the distances which shall separate an Engine from the Combines, Waggons, and Carriages, drawn thereby, and which shall separate such Combines, Waggons, and Carriages, whilst crossing Bridges. (20) °To provide for registration of Engines. (21) To provide for the registered number of every Engine, the exact and true weight thereof, and the maximum weight of coals and water necessary for its propulsioi being painted or marked thereon. (22) To provide for the exact and true weight of every Combine, Carriage, or Waggon drawn by an engine being painted or marked thereon. (2:;) To provide for the weighing of any such Engine, Combine, Carriage, or Waggon. (21) Every person employed in driving or conducting an Engine shall have the certificate or" registration of such Engine in his possession and must produce it on demand. (2.")) Nothing in this by-law to releive owner or employels of engines from liability in respect of injury done and damage occasioned or sustained by reason of excessive weight or extraordinary traific over or along any Bridge, Road, or Culvert. (2(i) Any person committing a breach of, or failing to comply with, the provisions of this by-law is liable to a* penalty not exceeding £5, and for every day or part of a day during which suck breach shall continue'such person is liable to a penalty not exceeding £5. (27) This by-law comes into force in the County on the Ist day of November, 18',)'J.
