Sydney, Ang. 30. Parliament was opened to-day with the usual ceremonies. The Speech from the Throne intimated that the House would be immediately invited to consider the remodelling of the electoral laws, and to reaffirm the acceptance of federation, and express the points on which they consider the Convention Bill should be amended for the purpose of placing it before a second Convention. The Bills to be introduced include Local Government, mining on private property, an amended Land Act with a view to encouraging settlement, water conservation, irrigation, regulating coalmining, regulating financial companies, suppression of larrikinisin, and a Bill to remove friction and inequalities In the new Customs tariff. It was mentioned that it is expected that the revenue will not fall tar short of the Treasurer's estimate. The conference in London between Sir G. R. Dibbs and Mr Goschen, and other financial authorities, is referred to as satisfactory, and the opinion is expressed that a sound b-isis exists for the conversion of the colony's debt on the arrivnl of n favourable opportunity.
