London, Aug 5. The Times considers that in view of the trouble that has overtaken Australia Sir G. R. Dibbs cannot be surprised at his failure to persuade the Government to allow the investment of trust funds in colonial securities. When Australia deals with her railways, finances, commercial, and labor problems in a more statesmanlike and straightforward way it will be easy to persuade the English investor that the colonies are able to pay their debts. The financial measures resorted to by Victoria and Tasmania resemble the shifts to which bankrupt Portugal is driven to resort, but are hardly creditable to a great colony.
