ENGLISH AND FOREIGN. London, May 15. The Chamber of Commerce Journal urges for an exhaustive discussion at the conference with regard to a proposed tariff which would find the whole British empire producing and consuming. The delegate from the Canterbury (New Zealand) Chamber will support the foreign motions for cheap rates of postage and telegrams. The agitation against Mr Gladstone because of his subsequent _ refusal to receive a deputation on the eight hours’ question continues. The Bishop of Rochester ha a presented and supported a petition to Convocation praying that museums and picture galleries should be opened on Sundays. The petition was referred to a committee. The discoverer’ of Vitoline has stated that the Chinese servant who disclosed the secret to him described it as a dry limitless curative, but the inventor declares that it is simply a harmless mixture of borax and glycerine. The London County Council propose, after the next eighteen months have expired, to expend £1,900,000 on public wor ks, including £420,000 for housing the working classes, and £200,000 for tramways. Mr John O’Leary and Mr W. Redmond, on behalf of the subscribers, presented Mr Stephens, the Fenian, with the titledeeds of his house in Dublin. On the occasion of the presentation several speeches were made, and Mr Redmond, in the course of his remarks, said that he fully shared in Mr Stephens’ aspirations. The Budget resolutions have been agreed to. The Duke of Abercorn will preside at the Ulster Convention. Sir William Jervois sails in the Kaikoura on the 26th instant for New Zealand, where he intends to spend some months. The Duke and Duchess of Abercon propose a visit to Australia shortly. Mr James McAlmont, the member for Antrim, is presiding at the meeting of the Grand Orange Lodge. The Duke of Westminster says that Orme will not have the slightest chance for the Derby. Pabjs, May 16. The Socialists are taking steps to form a Socialist colony in Paraguay, S.A., and they will ask the Chamber of Deputies to grant a subsidy to assist them. Owing to the introduction of the new tariff the French exports have declined G2,000,000f. St. Petersburg, May 17.
The Government are stopping the levies which were made on the salaries of Civil Servants in aid of the sufferers in the famine-stricken districts. _ They are now taking collections made in the various churches.
A commotion was occasioned in Gatschina owing to the discovery of a plot to dynamite the palace. The authorities got word from Paris that an attempt would be made. The undermining at the palace extends for several kilometres. As the result of the pud mortem of Grossers bo q y Gatchkoffsky, the quack who administered the medicine to him, has been arrested. Singapore, May 17. The Sultan of Pahang is pursuin'* Orangh, the rebel leader, whose son was killed in the recent skirmish. Cairo, May 14. News has been received that the Dervishes raided Suanda, near Wady Haifa, killing 34 of the inhabitants. New York, May 16. A despatch from Oaraces states that the Venezuelan rebels under Crispo have captured Bolivia, and that many of the Government troops are joining the insurgents. AUSTRALIAN CABLE. Melbourne, May 17. At a conference of surburban mayors a strong committee was formed to relieve the distress owing to the bad weather. Russell, alias Black Douglas, the notorious bushranger, has died at Bendigo. Sydney, May 17. The Hon. J. Leee, Colonial Treasurer, states that owing to the success attending the recent issue of Treasury bills, the Government will not require to go to the London market for further money this year.
