LABOUR.
London, May 8. The conference between the cottonspinners and the masters has resulted in a basis of settlement being arrived at. The Durham miners have empowered their federation to negotiate with the owners. The executive of the Midland Federation have advised the Forest of Dean miners to resist a reduction of 12J per cent. May 9. Sir John Gorst, Financial Secretary to the Treasury, advocates the establishment of boards of conciliation and arbitration on similar lines to those set up in the Australian colonies, which, he says, have justly been called the paradise of the laborer. The Stalybridge strikers have refused to resume work unless non-unionists are dismissed, but the owners have refused. Vienna, May 8. Two thousand cabmen in this city have struck work. May 9, The cabmen who went on strike have been defeated.
