ENGLISH AND FOREIGN. London, March 3. The poorer classes in London are suffering acutely from the bitter weather. March 4. A young Englishman named Peel is reported to have won £IBO,OOO at Monte Carlo. March 1. The House of Commons, by a majority of 98, voted the sura of £20,000 for the carrying out of the survey of a railway route from Mombassa to Lake Victoria Nyanza. Mr Gladstone opposed the vote, fearing that if the object were carried out, it would lead to war with the natives. March 6.

Mr Goose, Conservative candidate for the vacant seat of Chertsey, caused by the death of Mr F. A. Hankey, was returned by a majority of 1838 over Mr Barker the Liberal representative.

The election for the vacant seat of Derbyshire South, caused by the death of Mr A. Wardel resulted in the return of Mr Broad, the Home Rule candidate, by a majority of 1250.

The Falkland Islands have been gazetted a colony, and Sir R. T, Goldsworth will retain the Governorship. The liabilities of the Marquis of A ylesbury are set down at £350,000. The value of the assets is not known. He admits that his insolvency is owing to betting and gambling. The returns of the London County Council elections are not yet complete. Up to the present 87 Progressists, and 21 Moderates, have been elected. Lord Rosebery and Lord Carrington, and Messrs John Burns, John McDougall, and W. C. Parkinson, have been returned by large majorities. Merchants deprecate a panic over the coal difficulty. They allege that there is sufficient common coal for all purposes. In consequence of the advanced price of coal, the London and North Western Railway Company are reducing the number of trains per day.

The self-denial week held by the members of the Congregational Church throughout England resulted in the collection of £IO,OOO towards the London Missionary Society. Probate has been granted in the estate of the late Lord Lytton, and the will was proved at under £75,000. Deceased left directions for the custody of the family documents in. order to protect his father’s name against calumny.

Paris. March 2. i M. Louhet upholds the Concordat, and promises legislation restricting the hours of labour lor women and children, providing for accidents and disputes, and the granting of State pensions to workmen. The Chamber of Deputies have passed a vote of confidence in the new Ministry by a large majority. March 5. A burglar, who was fleeing from his pursuers in the streets of Paris to-day, turned on them and shot three dead betore being overpowered. Madrid, March 3. An immense bomb, with the fuse burning, was found in a street in Madrid. March 4. A church in Valencia was partly demolished by an explosion of dynamite.

The Spanish Government have decided to expel all foreigners suspected of being Anarchists or Socialists. March 5. A dynamite bomb was exploded in the church of St. Nicholas, in Valencia, The altar image of the Virgin Mary and the celebrated picture of the Conception were destroyed. A great Anarchist plot has been discovered in Barcelona. Lisbon, March 1. The Government, with a view of carrying out the scheme of economy, have abolished the portfolio of Minister of Edncatiop. They have also decided to import 6000 tons of wheat to avert scarcity. The Independence Beige asserts that the British Navy is terribly inferior to that of France, as also British coast defence and torpedoes. Berlin, Inarch 3. Further prosecutions are to be instituted against various German papers for hostile comments on Emperor’s speech, me It is stated * * iier© that the German in Samoa are in a terrible condition and many are in a state of starvation. Rome, March 6. The revenue returns show a deficiency of £BOO,OOO, and the Government propose shortly to issue locally long-term bonds to the extent of £8,000,000. Capetown, March 4, News from the West Coast has been received that the native soldiers belonging to the Portuguese expedition pn Lake Nyassa have revolted, and are plundering the trading stations. Valparaiso, March 3. The Chilian Government have disagreed over the question of finance, and a section of the Cabinet have resigned. Buda Pesth, March, 4. Many children are dying of starvation in Hungary. Calcutta, March 4. Three hundred prisoners confined in the gaol at Ayab in Burmah, revolted, killed the European gaoler, and wounded several of the warders. The prisoners then made their escape, but were pursued by a party of volunteers who killed the ringleader of the revolt and recaptured the others, thus preventing what is believed to have been the prelude to an attempt at a general massacre of the residents. New York, March 5, During the hearing of a charge of horsestealing in an Indiana court the prisoner fired at the bench, killing the mayor and the marshal. The culprit was lynched by the mob. The Behring Sea arbitration treaty will be submitted to the Senate next week. Thee Marquis of Salisbury is not willing to renew the modus vivendi, but will adopt measures to prevent stealing within thirty miles of the Pribyloff Islands. AUSTRALIAN CABLE. Sydney, March 4. Mr Coghlin, Government statist, estimates that the population of New Sonth Wales at the end of the year will be 1,165,000. There has been an increase of 33,000 since the census was taken. He estimates that the population of Victoria will be 1,157,000. Low and Hadfield, the directors of the Northumberland Bank, who were convicted on a charge of fraud, were sentenced to 7 years’ imprisonment each. The schooner Queen, with all hands, is supposed to have foundered off Camden Haven. She had a crew of five. March 5. The total population of Australasia bn December 31st last was 3,832,965. Melbourne, March 4. i Mr Hopkins has been elected for the Geelong seat vacated by Mr J. Munro. March 6. The steamer Easby collided with the steamer Industry, bound to Perth, in the Yarra river to-day. The latter vessel had several of her plates damaged, and she returned to port to complete repairs. The Easby was not injured. I ■ Brisbane. March 6. Blacks attacked Cresswell station, on the Queensland border with South Australia, and murdered Messrs Clark iahd Delvett. The police formed an avenging party, and overtaking the offenders a fight ensued, in which several of the blacks were killed. The whites are still in pursuit. Perth, March 5. The drought in the northern districts has broken up, and the country is flooded for miles. Two new lodes of surprising richnes have been discovered in the Murchison goldfields,
