London, Feb. 21. The owners of the Durham coal pits have issued an ultimatum to the men, in which they announce their intention of making a reduction of 1\ per cent, in wages, but offer the alternative of making a 5 per cent, reduction at once and an additional 5 per cent, on May Ist. They state that unless the miners accept these terms the collieries will be closed. Eighty-seven thousand men are affected by the ultimatum. Feb. 22. It is expected that 275,000 colliery workmen will cease work on March 12th. It has not yet been decided how long the stoppage will last, but the men will not receive any strike P av - The dispute between the engineers and their employers will be referred to arbitration. Vienna Feb. 23. The unemployed in Vienna and Rome are raising an agitation.
