CHILI AND THE UNITED STATES.
London, Jan, 28,
The City Press, commenting on the serious aspect of affairs in regard to Chili and the United States, advises the President of the South American Republic to apologise. Valpakaiso, Jan, 26.
The Chilian Government has withdrawn its request for the recall of the United States Minister, A circular issued by the Government requests that the Baltimore dispute be reft '”ed to arbitration, Ti. * Chilian Government have purchase.. ’• view cruiser, and are also hastening the A'mpletion of the ironclads Arturoprat and Presidente Pinto Which are being built in Europe, It has been ascertained that the United States cruiser Philadelphia has been sent to Gibraltar to intercept the Arturoprat on her way out. The Chilian Government are willing to submit their dispute with the United States to arbitration by a neutral Power or to the Supreme Court. i
Speaking in the Chilian Chamber of .Deputies one of the members advocated a full apology being tendered to the Vailed States. He said that he did not believe that the Government of the United States desired to humiliate Chili. His remarks were received with loud applause. Washington, Jan. 2G.
The United States Government are agreeable that Great Britain should arbitrate in the dispute with Chili. Both Democrats and Republicans support the President’s action in regard to Chili. It has been arranged to hold the Conference on , the Behring Sea difficulty in Washington. The "United Staten’ Cabinet have not yet debided whether they will agree to have the dispute with Chili referred to arbitration.

The Chilian Government accuse the American Minister of War of not having truthfully conveyed their message regarding the dispute to the President and Parliament. New York, Jan. 28.
A sensation has been caused in this city by the disclosure that the apology of the Chilian Government was received before President Harrison’s Message, declaring that the United.! States’ demand should be enforced, j was sept to Congress,
In their note of apology Government expressed profound regret for the outrage on the men of the warship Baltimore, and sincere respect towards the United States. They also offered to leave the question of reparation for the outrage in the hands of the American Courts.
