ENGLISH AND FOREIGN. London, Dec. 29. Lord Knutsford, Secretary of State for the Colonies, states that at present there is no one specially in view to succeed Lord Onslow.
The prisoners in Wormwood Scrubs goal mutinied during a service in the chapel and the warders from other prisons had to be called in to suppress the disorder. One hundred of the leaders were removed.

Dec. 31. Captain Francis Fox, of the Royal Artillery, who was selected to the command of the New Zealand forces, sails by the Arcadia on his way to the colony. It is reported that Lord Randolph Churchill succeeds the Marquis of Lansdowne as Viceroy and GovernorGeneral of India, and that Lord George Hamilton, Frst Lord to the Admiralty, will be appointed to the Govern or-Generalship of the Dominion of Canada as successor to Lord Stanley of Preston. The subjects of the congress of Chamber of Commerce, which assembles in June next, include commercial relations between the colonies and Great Britain. A workers’ co-operative omnibus company, with twenty busses, will start in London in March. Influenza is raging in Canterbury. The colliers in Normanton, in the Wakefield district of Yorkshire, are idle owing to the horses engaged in the mines having been attacked with influenza. Baron Dickson is willing to assist Captain De Gray, of Peterhead, to the extent of £IOOO, in forming an antarctic expedition. All sections of the Irish Americans are urging the Irish party to re-unite and select a new leader. Rome, Dec, 29. Influenza is very prevalent in northern Italy. Dec. 31. It is reported that His Holiness the Pope will convene a conference of the European Catholic party to consider a proposal to agitate in favor of the temporal power. Berlin, Dec. 29. The trial of a new description of German artillery has been very satisfactory and shows the shells to have been terribly destructive. St. Petersburg, Dec. 29.
A conspiracy against the life of the Czar has been discovered in Poland, and a large number of public officials, students, and officers have been arrested for complicity in the affair. The Governor of Moscow has refused to renew the permits which were issued to Jews some time ago allowing them to reside in the province. 100,000 Jews in other districts are reduced to a state of beggary by the strict enforcement of harsh decrees.
Three printing presses owned by Nihilists have been discovered in the city. One hundred arrests have been made in connection with the affair. Dec. 31. It is reported that a railway collision has taken place at Rosono in which twenty persons were killed and 100 injured. Another conspiracy against the Czar has been discovered, this time at Khartouff. Many persons suspected of complicity have been arrested. Russia is parleying with Germany to secure admission to the new commercial treaties. Calcutta, Dec. 31. The National Indian Congress have affirmed the necessity of deputies being elected by the people and the Legislative Council, and have demanded a reduction in the strength of the array, and general economy. All the tribes who were menacing Gilgit have submitted to the British officers. Singapore, Dec. 29. The rioters in Raub Pahang took to the jungle after seizing food in the mining stores. . New York, Dec. 29. Twenty thousand cases of influenza have been reported during the last few days in the State of Ohio. The telegraph operators on the Texas railway lines have struck for an increase of wages, and in consequence 700 miles of lines are blocked. AUSTRALIAN CABLE. Sydney Dec. 30. Lord Sheffield’s team defeated twenty of Ballarat by an innings and 134 runs. Dec. 31. The water famine at Broken Hill is severely felt by residents. Ten shillings per hundred gallons is charged for water, and many poor people are using mineralised water taken from the mines, A water train brought 3 (?) pints per head yesterday but if the drought continues this will be insufficient to supply the population. Prayers for rain are offered up in the churches every day. The bankruptcy returns for the year show the total liabilities to have been £989,000, and the assets £454,000. Melbourne, Dec. 31. In the intercolonial cricket match between Victoria and New South Wales the former were victorious by 0 wickets.
