BRAZILIAN AFFAIRS.
Rio de Janeiro, Nov. 9. The President is very ill. The Province of Rio Grande has declared its independence. Discontent is general throughout Brazil, New York, Nov. 8. Intelligence comes from Rio to the effect that large bodies of troops were patrolling the streets. The northern and southern portions of the country are in favour of the re-establishment of the Empire, while the central portion favours the Republic. The Government intend to suppress the Monarcharists. The theatres in Rio are closed, and the public buildings guarded by troops. Marshal Fonseca is ordering fresh elections for the Congress. Another despatch says order has been restored in Rio. Dom Pedro, who was deposed from the Throne of Brazil when the Republic wa:; proclaimed some time ago, has oilored to return if requested to dp so.
