THE FAMINE IN RUSSIA.

St Petersburg, Oct. 15. Ruussia will probably prohibit the export of oats. Troops are being massed in the famine districts to keep order. The distress throughout Russia is being severely felt by the merchants, many of whom have intimated their intention of reducing the number of their employes and their wages, while others are failing to meet their engagements. Oct. 16, The Czarina has contributed twenty million roubles to the fund being raised for the famine stricken people of Russia.
