The massing of Russian troops in Bessarabia has decided Rouniania to co-operate Avith Germany and Austria in stopping the passage of Russian troops through Rouniania. Sofia, Oct. 14.

He asserts that the British Empireis vulnerable at every point, and proceeds to say that the French arms and powder are unrivalled and will play a formidable part in the next war. The share that France will take is unknown, but M. Lockroy declares her military organisation is sufficiently powerful to destroy the whole people of any nation opposed to her. Hong Kong, Oct. 14.

It is reported in Shanghai that the Powers have broken off negatiations with the Chinese Government, and announced their intention to take forcible action in the event of further rioting. An outbreak has occurred in the province of Hunan, during which a Prefect was killed.
