THE EUROPEAN SITUATION.
London, Oct. 12. The British rely to Turkey’s note respecting the Dardanelles Convention differs from that sent by the rest of the Powers. It explains that in consequence of Turkey’s action an entirely new situation has arisen. Vienna, Oct. 12. In his-Budget Statement the Austrian Minister of Finance says that the countiy must expect additions to the war esti- , mates. Berlin, Oct. 12 The numerical strength of the German army is 11,000 below that of France, but the war vote of the latter is 30,000,000 francs above that of Germany. Italy suggests that it is possible that under, the guise of a workman’s pilgrimage, a body of Frenchmen may seize Rome.
