London, Sept. 10. Acrimonious scenes and great confusion have taken place at the Trades Union j Congress over the question of restricting ! the operation of the legal eight hours. The victory is regarded as a triumph for the new Unionists, who, under the system adopted by the Congress of allowing voting by a Bhow of hands, appear to control the Congress. The announcement that the legal eight hours should not come into operation until; sanctioned by twothirds of the members of the Trade Unions was received with much cheering. The decision of the meeting destroys the international agreement and will be affirmed at Tuesday's meeting. It has been ascertained that the Congress represents one million three hundred thousand workers. The Congress has appproved of the payment of members of Parliament. The Trades Union Congress to-day passed a resolution expressive of delight at the success of the labor party in New South Wales, where thirty-four paid labor members now have seats in the Legislative Assembly. It was also decided that the Unions must send paid delegates to the House of Commons, pledged to Becure payment of members by the State, which it is proposed to make a test question at the general election. Sept. 11. Masters threaten to import foreigners to replace the carpenters. The Amalgamated Society of Carpenters is contributing eighteen shillings weekly to each striker and threaten to maintain the struggle for two years. The Trades Union Congress insist that the Factory Act should extend to laundresses and trades where women and children are employed. „ The Trades Union Congress have passed a resolution that better sanitary, arrangements be made with regard to workshops, and recommend that the age at which children be employed aB half timers be raised to thirteen years. The Trades Union Congress have adopted the Eight Hours Bill by 290 to 50. Brussels, Sept. 10. Aveling, Dockar, and Gillies, leaders of the British faction at the Brussels Labour Congress, quarrelled violently over matters connected with the proceedings, and Aveling was summoned for thrashing his colleagues.
