The annual meeting of the British Association for the Advancement of Science isjbeing held at Cardiff. Dr WilliamljJljlggins, the president elect, delivere||||' splendid address on spec-troscopic^-astronomy, a branch of science with which his name has been particularly connected. He stated that the discovery of the gelatine dry plate had opened the pathway to astronomy unknown before and even undreamed of. The coming year would be memorable for the beginning of photographic-charts and catalogue of the heavens. Dr Huggins referred in complimentary terms to the work of Mr Russell, the Government Astronomer of New South Wales. It is rumoured that the betrothal of Prince Ferdinand of Roumania to the Princess Mary of Edinburgh will be announced early in September. Conway, the Liverpool murderer, was executed to-day, and made a full confesssion of his guilt. The execution was attended with a deplorable sight. The head of the unfortunate man was almost torn from his body. When the hangman,Berry,saw the distressing condition he shouted to the authorities to remove the press representatives. Berry blamed the officials for the bungle, and states that they insisted on too much drop. Mr O'Brien urges Mr Parnell to keep the case of the tenants above party conflicts. He is willing to cooperate with any proposal for the apportionment of the money in the Paris banks. t August 21.
The projected duel about the ventilation of a room* between Dr Tanner and Captain Picard ended in mutual apologies. The exact cause of the quarrel was a remark by Dr Tanner that he supposed it was only Prussians who could make the French open their windows. Mr Kershaw, a coal merchant carrying on business at Salford, Lancashire, has been committed for trial on a charge of attempting to bride an official of the city corporation with respect to the contract for the supply of coal. During a storm at Kilburn, in Yorkshire, two houses collapsed, but fortunately without injury to any person.
The Salvationists at Eastbourne, in Sussex, intend to sue the mayor of the town for false imprisonment, The Rev. C. H. Spurgeon is slowly improving in health. The Times has published a review of the position of New Zealand, four columns in length, in which a most favourable view is taken of the prospects of the colony. It states that the bloodless conquest of the Maoris was the chief object of the public works and immigration policy. The authorship is attributed to Sir Julius Vogel. English Soman- Catholics are sceptical about the authenticity of the Holy Coat of Treves. The Duke of Cleveland, Eetate 88, and Lord Justice-General Inglis, of Scotland, are dead. Paris, Aug. 20. The dispute between Dr Tanner and Captain Picard, arose through the former grumbling about the heat of the room, when Captain Picard demanded the withdrawal of an expression, which Dr Tanner refused to do. News comes from the "West Indies of a hurricane at Martinique, a French colony. Every vessel at St. Pierre, including a Haytian warship, was destroyed. Two hundred and eighteen people were killed, and two hundred injured by falling houses, trees, etc. The desolation is fearful. The Hague, Aug. 20. The new Dutch Cabinet propose to take up in earnest the oft-talked-of project of draining the Zuyder Zee. Lisbon, Aug 22. The financial crisis in Portugal is increasing. There is no gold and both silver and copper are scarce. Berlin, Aug. 20. Baron Herkerch murdered his mistress and then committed suicide. i
An imposing ceremony was celebrated at the first exposure of the Holy Coat at Treves. The town is full and overflowing with pilgrims. The Bishop of Treves has received telegrams from all over the world, congratulating him on the snccessful exhibition of the Holy Coat. 23,000 persons passed the relic yesterday. The majority of the German Cabinet urire the Emperor to suspend the corn duties for three months, despite Von Caprivi's refusal to do so. Rome, Aug 21. A league of murderers like the Mala Vita has been discovered at Bari on the Adriatic. The chiefs were captured by soldiers after a desperate struggle.
Vienna, Aug. 22. The Irredemtists have murdered the Chief of the Police in Trieste. 'Further floods have occurred in the Tyrol, occasioning great destruction of houses and other property. A new military problem is to be tried at the Austrian autumn manoeuvres, and precautions are being taken to exclude outsiders. St. Petersburg, Aug 20. It is proposed to establish a Minister of Agriculture in Russia to grapple with the agrarian problem. Russia is buying grain in such quantities as to create quite a war scare. August 21.
Many of the peasantry in the Province of Kazan are dying of starvation. The unfortunate people have been reduced to feed on grass porridge.
The Orthodox Conference of Russia recommends the severest represssion of Protestants, and urges that they should be made ineligible to purchase dr rent land, or fill civil offices. Constantinople, Aug 21. A thousand deaths from cholera are reported in Arabia and Syria. The brigands demand a ransom of £2OOO for the release of an Italian inspector captured near Salonica, otherwise he will be put to death. Information has been received that a number of Turkish soldiers were profaning a Christian Church at Assiogonia when the Greek civilians turned on them and after killing three fled to the mountains. Cairo, Aug. 20. The Egyptian Patriotic Committee urge appeal to the Powers in the event of Lord Salisbury refusing to open negotiations again for the evacuation of the country. Ottawa, August 20.
The trial of the Bungabasti for sedition has begun. The defendant pleaded not guilty. Washington, Aug. 20.
The Republicans of Pennsylvania have endorsed Mr Blaine for President, the McKinley Tariff, and free coinage, also duties to prevent America being made a dumping ground for the world's silver. August 21. By an explosion of powder at the Black Bear Mine, Burkle, Idaho, eight men were blown to atoms. New York, Aug. 20.
Torrents of /ain have been produced during a cloudless sky in Texas by the explosion of dynamite from a balloon. The barometer at the time was high. August 22.
Many experiments in Texas and elsewhere to test the contrivance to cause rain to fall have been successful. Ottawa, Aug. 20.
Premier Abbot has, it is reported, instructed Sir Julian PauneefoOte, British Minister at Washington, the Government is willing to institute reciprocity with the United States in articles not imported largely from England, and also offers free access for American fishermen to Canadian waters. San Francisco, Aug 19. It is stated that a majority of the Hawaiians favour annexation to the United States. Port au Prince, Aug. 20. A Special Commission reports that there is a fraudulent deficiency of 2,000,000 dollars and recommend that members of the Cabinet be prosecuted. August 20. • The Government are endeavouring to raise a loan of 9,000,000 dollars. Buenos Ayres, Aug. 21.
The population of this city has decreased by 150,000 since the last census.

In Committee on the Federation Bill Sir B. o,Loghlen proposed the exclusion of New Zealand. Negatived by 38 to 34. An amendment providing for the abolition of the plural vote was carried, and one extending the franchise to women was negatived. Hobart, Aug. 22. The Assembly rejected a motion in favour of inland penny postage.
