London, February 11. Mr McCarthy oppned the proceedings of the National Federation, the programme of which was promulgated this week. Dean Mahoney, of Sydney, seconded the formal resolution establishing tb» Federation. A mfljoriy of Irish priests were preßent, Mr Sexton .charged Mr Parnell with supporting the Tories. Archbishop Walsh declared that Mr Parnell's behaviour was destructive to the Irish cause, Sydney, March 12.
