Paris, March 1. It is reported that the Emperor William has sent a message thanking the French Government for its courtesy to bis mother. The French artists, under stress of public opinion, have withdrawn from Berlin, The visit of the impress Frederic was a failure, and the Empress is gaeatly-annoyed at the result. The German Minister has intimated ■to M. Ribot, Minister of Foreign Aflifaire, that he will not attempt to restore a peaceful footing between the two i countries^ March 2, J The French Press declares that the attempts tp.conoiliate the feeling between the two pations are now hopeless of success.
