WiLLiNaroir, Dec, 16. The general subject of talk in political circles is the contretemps which at the eleventh hoar prevented Parliament being summoned for the 15th January, when the Gazette was actually in type and about to be issued. Ministers will give no information as to the cause of this sudden hitch beyond saying that it was not due to any formality which had been overlooked, but to something entirely unexpected, which will take a day or two at least to put right. It is thought in some quarters that the Ministry is to be reconstructed before Parliament is called together. As to the opening rf the session, Ministers admit that it mast, in any case, now be sever al days later than was first hinted, as they wish to give a month’s notice. The Government claim a distinct following of 35 without any doubtfuls, and there are decided indications (hat they have put aside their first intention ef resigning, and will fight the matter out in Parliament when it meets. Ministers are fully determined to exercise their right to make appalntments to the Legislative Council. They say that it is always done in England, and that in former Parliaments they have used their privileges more sparingly than other Governments. They also contend that the Council baa not enough working members to get through its business properly, and that it is absolutely necessary to put in some new men.
